Reader’s Question:

I’m looking to purchase a health insurance policy here in New York in the near future. What do I need to know about health insurance?

Milton

NYC

Milton, to give you an overview of what health insurance, it is mainly just another type of insurance covering hospital or medical expenses. Say, you were diagnosed with something life-threatening, like a stroke. A bypass operation was found out to be needed. It is unfortunate that after the surgery, therapy and other expenses will still hound you. It is really financially backbreaking to undergo a medical procedure such as a bypass operation without sufficient health care plans. Paying for a medical operation such as that will literally wipe out your fortune in a few months’ time.

You have to remember that this type of insurance product has a high decline rate. According to a study, around thirteen percent of applicants were denied to get a comprehensive medical health insurance in 2004. What does this mean? It means that while you are young, healthy and capable of paying for a health insurance, then you should do so. Who knows, a year or 5 years from now, you may be one of those guys included in the thirteen percent tally of declined applicants deemed as very risky. Not only that, but having a health care plan actually would make you a healthier person as you will be more inclined to go for check-ups.

Milton, if I may add also, non-smokers are given the privilege of having smaller premiums. To ask for quotations, please contact your health insurance agent in New York.

Randall Jackson, Sr., of Lexington, Kentucky, owns a small car repair shop with only three workers other than himself. They work well and hard, but Jackson is unable to give them the one thing that he believes is necessary for an employer to provide for his employees–health insurance. He has worked side by side with these good men and see them go through struggles with their health and that of their families, but as not been able to offer a helping hand because the price of health insurance is so high that he, in his small business, cannot afford to provide it. Not even for just three employees.

This situation is a big one concerning health insurance. It is required by law that companies with more than fifty employees provide health insurance plan options to its employees, but that leaves smaller companies with fewer employees high and dry. These companies are able to slide under the law without insurance, even if they can afford it, but for the most part small companies in Lexington are unable to provide health insurance coverage to their employees because it is too much cost in addition to the payroll. These small businesses already have enough trouble keeping ahead with a profit. Adding health insurance coverage would diminish that profit by quite a bit.

The state of Kentucky has come up with a solution, though, and although they are only trying it out at the moment, it will probably do a lot of good to help small companies and their employees with health insurance in the future. Called ICARE, which stands for Insurance Coverage Affordability and Relief to Employers, this jump start program is intended for providing small businesses with enough money to insure their employees. Passed by the state legislature in early 2007, the program will provide small businesses with forty dollars per employee, which will go towards their health insurance coverage. This forty dollar per person sum is given for each month, and if a certain employee is high risk or has a pre existing condition, then they are provided with extra for him or her.

Cheers,

Many children are provided with health insurance by their parents or through their parents’ employer, but many times that health insurance is less than perfect. Child health insurance often does not cover the types of things that children need most, and if you have only partial insurance coverage, you may want to get assistance from the state of Kentucky to help you supplement that coverage so that your child does not go without. Unfortunately, you can’t get KCHIP if your kid is already insured, no matter how sparely. What you can do is apply for Medicaid.

If you choose to cancel your insurance policy and get KCHIP, then your child may have to wait six months before they can receive child health insurance coverage through this state insurance plan. This will never be the case for families who make little enough to qualify for KCHIP and not be required to pay a premium. However, if you are trying to insure a previously covered infant and your income is at least 186% of the federal poverty level, then you will have to wait six months. The same applies to any child up to the age of eighteen whose family makes at least 156% of the federal poverty level. If you lost your insurance in circumstances that you could not take charge of, you can get this waiting period waived.

There are children who may have been previously insured but who do not need to wait, nor pay a premium, in order to receive KCHIP. They are able to be insured as soon as they are approved, regardless of how they came to be uninsured. These children include those between the ages of one and five whose parents make at least 134% of the federal poverty level, and at least 150%; and kids between six and eighteen whose parents make at least 101% and at most 150%.

Once you have KCHIP, you can’t just take it for granted and plan to do nothing else from then on. Sure, there the monthly premium payments for some families, but the plan requires a bit more upkeep than that. In order to make sure that you are still eligible, Kentucky requires you to apply over again each year to determine if you can qualify for state provided child health insurance. This application process is a lot easier than the one that you had to go through in the first place, but it still requires quite a bit from you.

The month that falls before the last month of a twelve month period, the KCHIP office will send you a renewal form in the mail. You will have to fill out this renewal form with your family and your child’s current information, not the information used to apply in the first place. You will have to state and prove current income and any type of current insurance that is not KCHIP, even if it is not for the child.

You can’t just mail the renewal form in, though, sadly. You have to go up to a local DCBS office on or before the first day of the twelveth month of coverage. You will also be required to bring certain documents that you had to bring before, such as paycheck stubs for two months, in order to prove that the family is still at an income level where they need child health insurance coverage through KCHIP. If you don’t make it in by the first, that is not your last chance. A final notice will be mailed to you that will provide you with instructions of how you are still able to renew your child’s coverage. If you lose or ignore this final notice, your child will lose his or her coverage at the end of the twelveth month.

Cheers,

Sometimes even the twenty dollar per month premium required by the Kentucky Child Health Insurance Plan is too much, and you can lose your coverage for your child by either failing to pay the premium or failing to renew the coverage at the end of the twelve month cycle. When you do this, you will have to go to a local DBCS office to reapply for KCHIP coverage. Your coverage is not immediately canceled after missing one payment, but rather immediately after you miss your second payment. If you manage to apply the same day that you lose your coverage, there will be no gap.

If you lose your coverage, you will owe $20 of past due premium payments. If you make this payment, then you will be able to reapply. You don’t have to wait any certain amount of time to reapply after you have made the past due payment. The same process goes for when you reapply, and you will have to double the premium pay for the first month and it must be made within two months of your receipt of the premium payment bill.

If the reason that you couldn’t afford to pay the last premium was because of a significant change in finances, then it’s possible that you may be eligible for Medicaid instead of KCHIP. If this is the case with you, then you should try applying for Medicaid instead of KCHIP. If you get aproved to receive Medicaid assistance for your child, then you don’t have to pay the past due KCHIP premium. If you don’t, though, you are required to pay it for the next twelve months. If that much time passes, then you can re apply for KCHIP without paying the past due amount.

Cheers,

Reader question:

I’m just been accepted as a student at Columbia University in New York, and I heard that you have to have health insurance to go there. Is that true?

Albert

Yep.

You could say that Columbia is looking out for its students by requiring every student who attends classes there full time to be covered by a decent health insurance plan. It’s both trying to make sure that it is not responsible for any student accidents and to make sure that its students are provided with proper health care. It can seem like a huge burden for many students to buy expensive health insurance after many are already putting forty thousand dollars a year into Colombia just for tuition and their dorm. It’s important as a student at CU, then, to compare health insurance quotes and determine which plan is best and cheapest for you.

Like most universities, Columbia University has clinicians on the campus who can help treat you if you fall ill or get injured and can prescribe you medication. However, there are many emergency situations that these clinicians are not qualified to deal with, and Columbia wants its students to be able to go get good health care from a hospital at these times.

Columbia doesn’t just leave its students hanging out to dry and having to find health insurance coverage on their own or else. Rather, it offers a program called the Student Medical Insurance Plan with which students can register for basic or comprehensive coverage. Whenever you register for classes full time at this school, your name is immediatly enrolled in this plan. If you already have health insurance and those don’t want to use the Columbia health insurance plan, then you can submit a waiver.

What types of health care plans are offered at Columbia University?

Randall

Great question.

There are two types of health insurance plans that you can get if you are a registered full time student at Columbia University, either as a grad student or an undergrad. One of them is the basic level, and the other the comprehensive, and you have the option to get both. Every student who registers full time at Columbia is automatically enrolled into the Columbia health insurance program, so it is likely that if you attend Columbia you will be choosing between one of these health insurance coverage plans.

The basic level plan is the one at which everybody starts. You are automatically put into this plan, although you may get a waiver or even get the comprehensive plan instead. This is the average plan that works for most students and is made for the people with less risk. If you don’t plan on using a more than average amount of health service, and you want a cheap plan, then the basic level may be for you. The basic level comes with $300,000 of coverage and might be a good option for students who can’t afford to pay high monthly premiums, as it puts more of the burden on co pays than on premiums.

The comprehensive plan is the next level up, and it comes with a million dollars worth of maximum coverage over the course of the insured person’s life. It comes with everything that the basic level does, with a little extra. It helps for people who need more extensive mental care by providing them with off campus mental evaluation and treatment, and it also comes with greater provisions for things like prescriptions and recovery treatments. This is the best option for students with a pre existing condition, although it can be expensive because the monthly premium costs more, but copayments and deductibles are smaller.

Cheers,

I already have health insurance coverage, but my university, Columbia, automatically enrolls you in their insurance program when you register full time. How do I get out of that?

Alexis

Great question.

It can be a little annoying that your university doesn’t give you the option of enrolling or not enrolling in its Columbia health insurance program, but you have to understand that it is mostly in order to protect the interests of its own finances and those of its students. It also offers you health insurance at cheaper rates than you might receive it elsewhere. However, while it is compulsory to be insured while you are attending Columbia full time, it is not compulsory to be insured by Columbia.

If you have your own health insurance coverage, then you can get a waiver to get out of being automatically enrolled in that of your school. It’s not very hard to do. The main thing that you need is documents proving that you have other health insurance coverage. This shouldn’t be easy to get, since all you wil need is your insurance card, which you should already have on your person at all times.

The catch is that while you have to provide proof of insurance, it has to meet six criteria. To find out what these are, go to the Columbia University website. Luckily, once you have waived your coverage, you don’t have to hassle too much with it. Once you waive it for the first semester of the school year, it is automatically waived for the next one. You will, however, need to get it waived all over again for the new school year if you continue attending Columbia.

Cheers,

Reader question:

I live in Indiana and don’t have health insurance. How does health insurance work in Indiana?

Rick

Here’s how.

The troubling thing about Indiana health insurance and that of many other states is that, if you are someone who is not in completely perfect health, it can often be difficult to get a health insurance plan with good coverage. In Indiana, companies get to reject you for many reasons including what your current health is and whether or not you have pre-existing conditions.

If you have a pre-existing coverage in Indiana that you developed within the last year, you may be in trouble. Some health insurance companies will cover you but exclude coverage for that condition, so you don’t have medical health insurance for what you need it for the most. Others might just not cover you at all, and you will have to look elsewhere. If your condition is from more than a year ago, it cannot be taken into account when considering an exclusion.

If you are going to get Indiana health insurane, you can either get it through the Comprehensive Health Insurance Pool, or CHIP; an individual medical health insurance plan that you buy from a medical health insurance company; or a plan provided by Indiana health insurance through the state that you can get based on income.

Cheers,

It may be time for you to get medical health insurance if you no longer have a job that provides you with it, have recently graduated from college, or are no longer listed with your parents’ on their medical health insurance plan. Sometimes, it’s hard to make the right decision about your health insurance in this time, because it’s expensive and there are just so many choices available. It also might be true that you are expecting to get another job that provides health insurance soon, or you already have but you have to work there for a certain number of months before you are eligible to opt in.

When you are in a situation like this, you don’t want to make any big commitments, especially with something as expensive and important as medical health insurance. That’s why if you find yourself in these positions, you should buy short term health insurance. Short term health insurance is a health insurance plan similar to more long term ones, but is given for a period of only 6 to 12 months. Sometimes it can be renewed over and over for up to 36 months.

It might be the case that you just can’t afford the cost of regular health insurance, and thus need another option while you try to get back on your feet to the point where you can afford it again. Short term health insurance is cheaper, so it is also helpful for people who don’t have any current prospects for health insurance, but just need something to hold them over in a hard time.

Cheers,
